The implementation license is the precondition for the project to enter the construction phase.

The Hungarian Atomic Energy Authority (HAEA) issued the implementation license for Unit 5 and 6 of the Paks Nuclear Power Plant on 25 August 2022. With the issuance of the license, the most important precondition for the transition to the second, construction phase of the project has been fulfilled.

Paks II. Ltd. submitted the implementation license application to the HAEA on 30 June 2020, so the two units received the implementation license as a result of a two-year, complex and detailed official review. The complexity and detail of the license application is characterized by the fact that the entire documentation submitted during the procedure amounted to more than 400000 pages.

In 2021, the authority also organized a public hearing during the implementation licensing process, in online form, due to the pandemic situation. The number of opinions and questions received regarding the implementation of the new NPP units exceeded one hundred and fifty.

On the same day, HAEA also designated the security zone of the two new units.

The project already has more than 600 licenses, including, in addition to the implementation license, facility-level licenses such as the environmental protection license, the site license, the electricity implementation (grid connection) license and the physical protection license.
